The Global IT Manager of Data Partnership & Governance is a strategic role that will own the strategy, roadmap, and execution of opportunities for value creation from data & data partnerships with internal and external partners. This is an IT Manager level role that will report to the IT Senior Manager for Global Data Product Line within Consumer and Consumer Medical Device (CMD) business. This person will establish global policies and procedures around data partnership, data acquisition, data sharing, and joint data planning in collaboration with the global and regional business partners.
You will be responsible for leading and governing the data lifecycle and exchange of data between internal and external partners. He/She will partner with Legal and Procurement teams to drive consistency in approach to standards & legal requirements for data partnerships and data exchange. He/She will set forth framework for measuring data quality, data usage, data cost and cost of ownership to measure data return on investment and value of related data partnership in order to drive optimization and data lifecycle. In order to do so the Data Partnership Manager will implement & lead capabilities such as Data Catalog/Metadata management solutions, Data Quality framework/tools, Data Privacy management solutions, and the appropriate governance processes to operationalize these capabilities. You will work closely with data stewards, architects and business partners to support local market needs and ensure adherence to compliance regulations in the process of data exchange and implement process/policies to guard data privacy across all data partnership activities. He/She will partner with procurement, legal and compliance to ensure data privacy regulations (e.g. EMEA GDPR, California privacy legislation, and other country and geography specific privacy laws) are adhered to in all our data partnership and data exchange.
Own the strategy, planning, prioritization, and execution of opportunities for value creation from data & data partnerships with internal and external partners
Responsible for establishing global IT policy and procedures around data exchange and data partnership, supporting J&J Global Analytics, Strategic Insights and BI functions
Define and build framework and governance process to protecting and governing our data asset
Develop and drive adoption of policies and procedures for the management, governance, and productization of Data assets, including monitoring/audit and critical issue paths
Define standards for handling data across its lifecycle at Consumer & CMD (across business domain-specific data and regional & global data lake)
Create the framework for handling governance globally to support local market needs and compliance regulations
Define and track ownership of datasets across Consumer & CMD
Define, measure and report on data quality and availability, and develop a plan within and across domains to improve these metrics
Work with data stewards to identify appropriate measures and levels of quality and resolve work required to deliver high quality data
Identify critical datasets that are used across domains, and lead the agreement of standards and ownership that will ensure effective availability and quality of these datasets
Run cross-functional forums to share standard methodology, resolve interdependencies and drive progress
Maintain a single catalog for data across Consumer & CMD, with appropriate rich metadata to enable productive self-service usage
Ensure that corporate and regulatory policies for data handling are implemented in specific procedures and tools for security, retention, access and storage
Increase Consumer & CMD readiness to understand, lead, and drive responsible insights from its data assets. Partnering with the broader Data & Analytics business teams, develop and implement training modules, webinars, and collateral to drive awareness and action on industry standard methodologies, tools, and capabilities.
Acquisition & support of all relevant data; contribute to “build” vs. “buy” decisions and data partnerships
Partner with Legal and Procurement teams to drive consistency in approach to standards & legal requirements for data partnerships
Partner with domain and functional leaders in JJT and business to find opportunities across data acquisition and usage
Engage external industry and best-practice forums on data, data partnerships and collaboration initiatives
Work with Regions to implement and activate analytics capabilities, improves commonalities and use opportunities from data, development, technologies and process point of view
Lead the teams across the matrix structure to ensure standard methodologies are implemented in the areas of data acquisition and ensures applicable data consistently meets the needs of Global Analytics and analytic capabilities requiring such data
Applies deep knowledge and understanding of key commercial & business data sources and analytics insights processes to make key decisions to ensure global data management program success.
Has a deep understanding of Analytics Tech Architecture and how it can improve the data management & ways of working.

Qualifications
Minimum of 5 years of professional experience in data-intensive companies, in roles that were responsible for enterprise data management and governance
Bachelor’s degree in relevant discipline. MBA or Technical Master’s Degree preferred.
Previous roles with CPG or similar industries with knowledge of commercial data sets, including, but not limited to digital data, syndicated / primary data sets, media, CRM, agency, etc…
Leadership across a matrix environment in a complex organization
Excellent communication skills
Knowledge of IT and business data and analytics processes, including standard methodologies of the industry.
Experience of handling data compliance and risk
Experience of defining data procedures and policies across business functions is highly essential
Background in running data acquisition (across internal sources and the external market ecosystem) and handling negotiation of data partnerships is critical
Background in handling data governance and engineering teams is desirable.
Ambitious attitude, and ability to inspire change and navigate ambiguity when building new capabilities in cross-functional global setting.
Background in partnering with technology/IT leaders / external technology vendors / data providers is highly desirable.
Good knowledge of agile methodologies and tools is highly desirable.
Real passion for serving customers and understanding/delivering against their needs.
Superior relationship building and communication skills, and experience in working/driving results across teams in different disciplines (product, security, sales, legal, compliance, etc.), including communicating recommendations to senior leaders.
Experience working in a global environment, both with internal and external partners, is a plus.
