Function description

The Director External Affairs Belgium and Luxembourg will be responsible for shaping the external environment in order to enable broad and early market/patient access for innovative therapies in general and Janssen compounds specifically. He/she leads the market access department of Janssen in Belgium and Luxembourg.

Furthermore he/she will represent the Janssen (J&J) brand in Belgium and Luxembourg towards relevant external stakeholders and government, and work on improving the investment climate, R&D-climate and the general reputation of the pharmaceutical industry as a whole and Janssen (J&J) in particular in Belgium and Luxembourg.

Place in the organization

Member of the Jansen Benelux Management Board and Solid Line to Managing Director Janssen Benelux.

Tasks and responsibilities
  • Create broad and early market/patient access for Janssen innovative therapies. Lead the Janssen market access team for Belgium and Luxembourg. Enable optimal business planning by ensuring strategic market access guidance within the Janssen Benelux management board.

  • As influential stakeholder and key member of

    • Safeguard transparency of functioning and governance of the association

    • Build internal cohesion, buy-in and alignment between the members so that the association speaks with one voice and increases impact.

    • Contribute to the development of a clear strategy for and identify policy asks for the sector based on proper analytics and thorough ly prepared and solid arguments.

    • Participate with in negotiations with the government and other decision makers to safeguard interests of the innovative pharmaceutical interests in Belgium.

    • Guide and align Janssen representatives in taskforces and working groups in defining a clear strategy and executing on Janssen/industry interests.

  • Safeguard and further enhance the reputation of Janssen/J&J as a major, credible and trusted partner in the health and life sciences industry in Belgium in close cooperation with the respective GA and Communication & PA organizations

    • Work with the general management and senior leaders of J&J entities in Belgium to identify policy asks and to ensure alignment on strategy and ‘one voice’ to the external community and policy makers.

  • Act as a spokesperson for Janssen in Belgium in matters of access, affordability and the pharma business model, or any matter relevant to the Janssen operating company.

  • Liaise with the EMEA Government Affairs Council (Brussels), Director External Affairs the Netherlands to ensure cross border exchange of learnings and insights between Belgium and The Netherlands and to provide aligned feedback towards the EMEA organization.

  • Contribute to the external communication strategies in Belgium and Luxembourg and manage dotted line reporting from the Sr Mgr External Communication. & Public Affairs and ensure alignment with the Benelux Communication & Public Affairs Leader.


People management

The Director External Affairs Belgium and Luxembourg leads and coaches the team External Affairs & Governmental Relations and the Market Access team in Belgium and Luxembourg.



Profile / qualifications

  • A university (Master) degree in a related field, such as political science, pharmaceutical science, public policy or health care, is preferred. An advanced degree is an additional asset

  • Qualification of Medical Doctor is an important additional asset.

  • At least 10 years of professional experience mainly in public policy (governmental institutions, trade association advocacy; government/public affairs consulting or NGOs). A broad external network and a solid understanding of the HC system, its key players and decision makers and the political landscape in Belgium and Luxembourg is a MUST.

  • Strong and proven business acumen based on broad business experience and proven track record.

  • High result-orientation, ambition, creativity and excellent negotiation skills in order to move the needle significantly in shaping industry policy.

  • High level of verbal and written communication skills, including effective listening and the ability to speak and write persuasively.

  • Intellectual curiosity, strategic thinking, self-awareness and adaptability.

  • Experience in facilitating teams of strong business leaders based on Leadership Imperatives

  • Ability to interact with senior government executives in a clear and concise manner and obtain buy-in on policy matters

  • Ability to work collaboratively and establish positive working relationships with industry, government and internal stakeholders.

  • A thorough active knowledge of Dutch and French to converse and negotiate smoothly and flawless in both languages.
