Health Care Compliance Manager 2, China R&D Discovery & Innovation



Implements the Health Care Compliance (HCC) program locally under supervision of the APMS HCCO, for China R&D Discovery Center to ensure business practices and activities are in compliance with related J&J internal guidelines, local laws and regulations and anti-corruption laws including the Foreign Corrupt Practices Act; and serves as a strategic business partner for local management and coach towards all covered employees, to assure that the company culture of compliance is a natural element in day to day business.




·        Position reports into the APMS HCCO, and will be based in Shanghai.

·        Requires strong communication, organisational and analytical skills

·        Ability to assess complex business arrangements and external partnership arrangements, and to develop clear guidance and solutions independently, and with guidance from APMS HCCO.

·        Background may include Compliance, Law, Business Development, Finance, Medical Affairs, Regulatory or Auditing, or other relevant background.

·        Proven track record in delivering results, self starter and ability to manage complexity a must.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.


·        Manager will help develop and implement HCC programs that effectively prevent and / or detect violations of law, regulations, policies, and the Policy on Business Conduct. 

·     Working closely with R&D compliance functions to ensure R&D activities with HCPs / government officials are planned consistent with applicable HCC policies, SOPs and R&D specific HCC requirements;

·     Acting as a consultant, providing day-to-day guidance, advice to covered employees;

·     Influencing the development of HCC policies and/or SOPs by sharing insights from Discovery Center and China strategic plans, and deploying the HCC Policies and SOPs by providing necessary training and / or communication to covered employees, managing changes, and monitoring implementation;

·     Influencing and stimulating innovative approaches towards HCP’s and GOs consistent with the HCC/HCBI guidelines and framework.

·     Ability to work with third parties within and outside of the healthcare setting, to bring innovative technologies, platforms, and products to the global market;

·     Tailoring HCC training materials as appropriate to fit into the needs and business context of Discovery Center, delivering and coordinating guidance, education, trainings and regular communication to all covered employees.

·     Tailoring HCC monitoring program by working closely with relevant HCC function to identify warning signals and/or gaps for the covered business units and the whole company; providing meaningful feedbacks to R&D leadership and developing appropriate approaches to address the gaps;

    • Assisting day-to-day allegations and investigations, as appropriate, related to Discovery Center.
    • Interface with legal counsel regarding HCC requirements and interpretation.
    • Interface with the global/regional HCC community to share approaches to HCC.



·        BA/BS, advanced degree or equivalent preferred

·        Minimum of 7-10 years business experience in a life-sciences industry or related field

·        Ability to quickly assess business transactions, and provide clear and concise guidance in ambiguous circumstances




·        Demonstrate strong organizational, interpersonal and communication skills

·        Breadth of experience in all areas of:

o   Compliance and regulation

o   Devising and implementing SOPs

o   Testing and monitoring

o   Training

·        Independent and objective thinker, able to advance ideas and influence others

·        Manages conflicts in an open and constructive manner

·        Excels at developing and maintaining effective partnerships and working relationships with key stakeholders at all levels of organisation based on an understanding of their concerns, needs and motivations.

·        Fluent in English (reading, writing, verbal) and Chinese (reading, writing, verbal)

·        High level of integrity with good ethical core values

·        Good interpersonal skills
