Johnson & Johnson is currently recruiting for a Director, Global Learning Programs and Consumer Policy, Government Affairs & Policy. The preferred location is New Jersey or Washington DC.  Consideration will also be given to candidates willing to work in Johnson & Johnson locations in Pennsylvania; Maidenhead, United Kingdom; Brussels, Belgium, or Zug, Switzerland.

Johnson & Johnson’s Government Affairs & Policy (GA&P) team works closely with business leaders across the enterprise to shape the policy environment in country’s around the world. The GA&P Learning Center is responsible for directing the GA&P Academy, which provides regional, cross-sector, country specific and sector specific in-person training for business leaders on how to use a structured approach to develop a government strategy, including preparation and engagement techniques and Health Policy Immersion, a program providing J&J employees with insights on the changing healthcare environment in the US. Additionally, this position is responsible for coordinating with the Senior Director for Legal and Government Affairs Global Learning and Development in the design and delivery of compliance-related training for employees who interact with government officials as well as additional programs for GA&P employees. The learning solutions delivered through the GA&P Learning Center are designed to cultivate and facilitate business leader engagement and interactions with governments and external policy stakeholders, and drive the integration of public policy and evolving healthcare trends with business strategy and tactics.

 

In addition to leading the GA&P Academy, this position will focus on global consumer policy issues. Our consumer business operates in a complex environment with both public and regulatory policy opportunities and challenges.  With broad and complex product portfolio it markets products regulated as medicines, medical devices and cosmetics that are usually purchased directly by consumers although there is also business delivered on prescription with or without reimbursement.  Policy activities in support of the JJFCC need to support innovation, protect access and availability to a wide portfolio of products and deliver business/category growth opportunities.

 

Candidates for this role should have experience in health policy and consumer healthcare and be able to develop, coordinate, and execute strategy and sessions on a global basis, incorporating expertise in both business strategy and policy engagement, and working closely with senior business leaders across the enterprise and around the globe. The incumbent will lead a virtual team of professionals from the GA&P department who provide technical input and assist with training programs; develop a core curriculum; promote the availability of this training and development opportunity to business leaders; and measure and track impact – all within a modest budget that sometimes necessitates charging tuition to remain self-sustaining.  The incumbent will also develop and execute global policy activities and advocacy that advance the business needs and reputation of the J&J consumer business in partnership with senior JJFCC leadership and cross-functional subject matter experts including partners in JJFCC and the Law Department; Environmental Health, Stewardship and Sustainability (EHS&S); Quality and Compliance, GA&P, and other organizations across the enterprise.

 

Responsibilities:

 

GA&P Learning Center

 

  • Lead strategic capabilities of GA&P to create, manage, and implement innovative learning solutions for enterprise business leaders and GA&P staff, including GA&P Academy;
  • Coordinate and execute training sessions across all sectors and in each region to occur at regular intervals that respond to local business demand and needs;
  • Ensure GA&P Academy curriculum reflects identified learning objectives aligned to business strategy and GA&P competency areas, remains consistently relevant, and includes modules specifically tailored for each class;  
  • Measure and track impact of the GA&P Academy on an annual basis;
  • Identify and evaluate the need for additional GA&P learning programs; coordinate and implement as needed;
  • Coordinate and provide insights into the design of instructor-led materials to address GA&P training needs;
  • Manage a team of professionals and subject matter experts within GA&P without having direct supervision or management authority;
  • Manage training budget while ensuring sustainable financing through participant tuition/funding;
  • Ensure close coordination with senior GA&P leadership, including the GA&P Leadership Team, through regular engagement.
  • Maximize the contribution of policy activities to the commercial goals and business achievements of the JJFCC by identifying areas of strategic policy interest/need, developing strategy to address the policy interest/need, and implementing the policy strategy.
  • Enhance JJFCC credibility, thought leadership, and reputation as a partner of choice in consumer policy development and advocacy with external stakeholders making or influencing policy that impacts the JJFCC.
  • Lead and guide the JJFCC input to policy development processes, with a focus on priority global policy issues.
  • Generate internal alignment through coordination and communication of priority issues and JJFCC policies/positions.
  • Support coordination of the Global Policy Council of the JJFCC and participate in topical sub-teams.
  • Support coordination of Consumer Policy Councils in North America and EMEA and facilitate strengthening of Consumer Policy Councils in Asia Pacific and Latin America.
  • Shape and influence the activity of key global and international trade associations, in partnership with business and GA&P partners, to ensure priority issues for the JJFCC are addressed.
  • Support the engagement of JJFCC executives and business leaders to engage externally to shape and influence the external policy environment.
  • Enhance the organizational capability of the JJFCC to shape and connect with the external policy environment and stakeholders.
  • Provide key strategic input to GA&P and business partners on priority regulatory policy strategy and opportunities.

 

Global Consumer Policy

  • Generate internal alignment through coordination and communication of priority issues and JJFCC policies/positions.

Qualifications

  • Bachelor’s degree or equivalent is required
  • Advanced degree (MPH, MPA, MPP, MBA, JD) is preferred
  • A Minimum of ten (10) years of work related experience in Government Affairs or Public Affairs is required.
  • Experience in the consumer healthcare sector is highly preferred.
  • Ability to deliver training and development activities are highly preferred.
  • Global understanding of the healthcare policy environment notably in the consumer healthcare area is required.
  • Specific experience in one or more of the following areas:  health policy, consumer policy, training and development, marketing, market access, public health, regulatory affairs/policy and/or communications is highly preferred.
  • Deep understanding of J&J commercial business practices is required. 
  • Cross sector experience is a plus.
  • Strong oral and written communication skills and the ability to communicate across all levels of the organization is required.
  • Strong facilitation skills across all levels of the organization is required.
  • Strong leadership skills including strategic thinking and relationship management is required.
  • Strong global mindset and ability to deliver programs anywhere in the world is required.
  • Ability to deliver results through collaboration, including leading a virtual team without direct line management control, is required.
  • Proven success of networking at all level of the organization including at senior leadership level and working in a matrix environment is preferred.
  • Proven ability to develop and maintain effective external stakeholder relationships is required.

  • The ability to travel up to 30%, including internationally will be required.
