The Regional Sector Lead, Pharmaceutical Health Care Compliance, is responsible for the implementation and maintenance of a robust Health Care Business Integrity (HCBI) program in the Latin America region for the Pharmaceutical Sector. This key position assures the independence and visibility of our compliance activities, reinforces the message that compliance is a company priority and has broad access to the resources needed to assure implementation of an effective compliance program. This includes organizing resources and programs, shaping and executing strategy, overseeing the HCC officers in the sector and the implementation of the compliance programs for sector business units within the region. The Regional Sector Lead reports to the Global Sector VP, Pharmaceutical HCC&P, and is a member of both the Pharmaceutical HCC&P Leadership Team as well as the Pharmaceutical business LALT.

Responsibilities
Manages the HCC team and the HCC program for the Pharmaceutical sector in the region and coordinates resources to ensure the ongoing effectiveness of the Compliance Programs.
Responsible for talent acquisition, coaching and staff development. Includes close collaboration with Global Pharmaceutical sector leadership, as well as other Regional Sector Leads.
Close collaboration with Global Operations CoE, to harmonize practices, establish and execute policies within the Pharmaceutical sector. Ensures consistent interpretation of these policies, procedures and standards.
Ensures the Compliance Program effectively prevents and/or detects violation of law, regulations, or policies, and if necessary implements appropriate corrective action. This includes providing input about the adequacy of company responses to CIA FCPA Audit reports for the Pharmaceutical sector and providing timely followup and checkin on progress against commitments related to compliance programs for the sector
Advises Pharmaceutical sector regional management and ensures informed business decisions regarding compliance matters. Reports compliance program status to regional Pharmaceutical Sector Leadership Team.
Prepare and participate in the regional Pharmaceutical Leadership Team with dotted line reporting into the Latin America Company Group Chair. Handles ongoing risk management and assesses areas of compliance risk, establishes appropriate Management Action Plans (MAPs) and ensures routine reviews of those MAPs.
Builds partnerships with senior business management in the region to ensure that they drive compliance within their organizations.
Ensures that the Compliance Program’s internal controls are capable of preventing and detecting significant instances or patterns of fraud and abuse.
Authorizes and oversees, as appropriate with and under the control of legal counsel, HCC investigations.
Oversees the implementation of appropriate testing and monitoring programs and tracking mechanisms.
In consultation with the Human Resources Department and the Law Department helps to ensure that there is a mechanism in place for disciplining instances of non compliance (including the failure to prevent, detect, or report any noncompliance), appropriate to the nature and extent of the deviation, and ensure consistency in the application of disciplinary action.
Works with industry associations and other external organizations in the region to develop industry policies and standards in close cooperation with other Regional Sector Leads, to help shape the external environment.
Fosters support for Privacy through the Eyes and Ears approach.


Principal Relationships:
The Regional Sector Lead, Pharmaceutical HCC&P will foster collaboration with business partners at all levels, including Regional Company Group Chair, Managing Directors, Vice Presidents and board level management, to ensure that the culture of compliance becomes a natural component in day to day operations. The HCCO will also collaborate across the HCCP organization with peer Regional Sector Leads, local HCCOs and Privacy associates, Global Operations, and Law Department partners to support the Regional Pharmaceutical HCC&P program and leverage best practices around the world.

Qualifications
Qualifications
A minimum of 10 years business experience, at least 7 of which must include people management experience. 5 plus years of experience and demonstrated leadership in Compliance related functions. Experience in developing risk management solutions for a diverse set of business partners is a plus.
Background may include HCC, operations, quality, legal, regulatory, or other risk management functions.
Excellent verbal and written communications skills required.
This position requires travel approximately 30% of the time, domestic and international.
Education:
BA, BS required, Masters or MBA desirable
Travel Requirement: 30% travel in the region
